For one of their key clients, Tesco Locums, Adecco required a robust and scalable solution to manage the onboarding and compliance of more than 5,000 locum pharmacists.
The challenge
Managing such a large volume of locums brought significant compliance and operational challenges. Adecco needed a solution that would:
- Validate all locums against the General Pharmaceutical Council (GPhC) register, instantly flagging any that were not on their approved list of pharmacists and block them from registration.
- Capture critical data such as bank details and NHS Smart Card numbers during onboarding.
- Allow locums to upload Right to Work documents, DBS certificates, and other compliance evidence for review and verification.
- Streamline the placement process with online offer and acceptance functionality.
- Enable locums to select pharmacy locations that are accessible to them.
- Ensure IR35 compliance for all assignments.
- Fully integrate with both Adecco and Tesco Locums’ workforce management systems.
The system had to be quick to implement, audit-ready and able to scale without adding significant administrative overheads.
The solution
Giant worked closely with Adecco to deliver a bespoke onboarding and compliance portal, tailored to their exact needs. The solution included:

- Document upload and verification workflows to simplify compliance checks and reduce risk.
- Placement management tools for online offers and acceptance, improving efficiency for both Adecco and the locums.
- IR35 status assessments to ensure tax compliance and protect against HMRC penalties.
- Customised Reporting to support with Adecco’s management information requirements.
- System integrations with Adecco and Tesco Locums’ platforms through bespoke data import and export routines.
The portal was delivered within six weeks, driven by twice-weekly project calls and hyper-care support following go-live to ensure a smooth transition.
